Supporting open access (OA), and the transition to OA, needs money within the system of scholarly publishing to be redirected at a grand scale. We often talk and think about universities, institutions and libraries as playing a pivotal role. However, research funders and supporters of various types can make a substantial difference.

In this session, we hear directly from public and private organisations about their role in enabling, embracing and engaging with OA. Each speaker will bring their views on practising and supporting OA research; the challenges they face when it comes to OA; and the questions they pose along with solutions they propose, to bolster innovation and help society at large through open scholarship. 

Both national research agendas and corporate policy can sometimes conflict with what is good for global research on an international scale. Meanwhile, scholarly publishing appears in an endless hybrid state of transitioning to full OA. Join us to explore these challenging themes, and views around funding the transition to OA, from the perspective of corporate and government organisations.

  • Prof Denise Pires de Carvalho – President of CAPES, Brasil. 
  • Dr Valérie Phillipon – Global Head of Scientific Communications, Medical Information & Medical Learning, UCB Pharma.
  • Jeroen Sondervan – Programme Leader Open Scholarly Communication, Open Science NL, Dutch Research Council (NWO).
  • Dr Carina Kemp – Global Academic Research Lead, Global Education,Amazon Web Services (AWS).
  • Moderating this discussion for OASPA will be someone actively navigating the OA-transition from within the publishing world: Sara Rouhi, Director of Open Science and Publishing Innovation at AIP Publishing, the publishing arm of the American Institute of Physics.

Biographies

Denise Pires de Carvalho is the President of CAPES – ‘Coordenação de Aperfeiçoamento de Pessoal de Nível Superior’. CAPES is a Brazilian federal government agency under the Ministry of Education, responsible for quality assurance in undergraduate and postgraduate institutions in Brazil. 

Denise P. Carvalho is also a Full Professor of Endocrine Physiology at the Federal University of Rio de Janeiro (UFRJ). She is a member of the Brazilian Academy of Sciences, member of the Editorial Board of the journal Endocrinology (2024-) and has been the Rector of the Federal University of Rio de Janeiro (2019-2023), the President of the Latin American Thyroid Society (2015-2017), the past President of the Brazilian Thyroid Department of the Brazilian Endocrine Society (2004-2006), and the past Director of Carlos Chagas Filho Institute of Biophysics (2010-2013). She was a PlosOne Academic Editor and Endocrine Connections Senior Editor until 2018.

Her research focuses on thyroid gland physiology and pathophysiology. She was a postdoctoral fellow in thyroid biochemistry in Paris (Thyroid Unity at Bicetre Hospital, INSERM) in 1995, and in thyroid molecular biology in Naples (Università Federico II) in 2006. Dr. Carvalho has published more than 180 articles in the thyroid field; she has been the mentor of 31 PhD and 30 MSc students and has written 6 book chapters. Prof. Carvalho has participated in translational studies regarding advanced thyroid cancer management. More recently, she has engaged a group of researchers of the Amazonian Region and has begun the study of thyroid disorders in the native populations of this Region. Her past translational studies on environmental and health led to the Coordination of a bilateral cooperative project (CNPq/IRD) on Climate Changes Impact on Human Health that is developed mainly in collaboration with researchers from Montpellier University.

Prof. Carvalho has been the recipient of several awards in national and international meetings. From 2003 on Dr Carvalho is a recognized scientist in Rio de Janeiro, Brazil, in the program “Scientists from our State”. In 2019, Prof Carvalho was awarded the Pedro Ernesto Medal, Chamber of Councillors of the City of Rio de Janeiro – considered one of the municipality’s highest commendations.


Dr Valérie Phillipon is currently Global Head of Scientific Communications, Medical Information and Medical Learning at UCB Pharma, a global biopharmaceutical company that is also a member of the ‘Open Pharma’ group.

Dr Phillipon is a Global Medical Affairs Executive with deep expertise in drug development, launch and post-launch, medical strategy and organizational excellence. She is passionate about Open Science, medical communications & education, and was past Chair of the Board of Trustees of ISMPP – the International Society of Medical Publication Professionals. She has 25 years’ biotechnology experience, including 18 years in various leadership Medical Affairs positions with a focus in Medical Communication, and has supported multiple launches across therapeutic areas and geographies. 


Jeroen Sondervan has been Program Leader for Open Scholarly Communication at Open Science, NL since April 2023. Open Science NL is a 10-year national programme to stimulate and foster open science practices for the Dutch research communities. It is embedded in the Dutch Research Council (NWO).

Jeroen’s specialization lies in understanding and facilitating the transitions to open access for scholarly output. The transition to open access within the social sciences and humanities (SSH) is an area that holds a special interest for him.

Over the past 17 years, Jeroen’s career has revolved around open scholarly publishing. He initially worked at Amsterdam University Press and later joined other (institutional) publishing entities. Throughout this period, he played a crucial role in supporting and adapting these organizations to effectively address the various challenges arising in the field of open scholarly publishing. 

Since 2015, Jeroen also served as an open access publishing consultant for the academic community at Utrecht University, where he contributed to the advancement of open access and open science initiatives in the universities’ Open Science Programme.


Dr Carina Kemp is a research computing & research data expert and currently the International Lead for Research, Global Education, at Amazon Web Services (AWS). She is focused on accelerating research in the cloud, and how AWS can support this acceleration of research and enable faster time to discovery. 

As an example, AWS’ ongoing multi-year partnership with the Natural History Museum in London is expected to bring together a broad range of UK biodiversity and environmental data types in one place for the first time via a data platform that will store, enrich, and compare urban biodiversity and environmental data. The data platform aims to give the Museum’s scientists, and researchers the world over, unprecedented access to a wealth of UK biodiversity and environmental data to support the discovery of solutions to the planetary emergency of climate change. 

Dr Kemp is passionate about high performing culture, leading diverse teams & the application of future technologies for innovation. She is also the Chair of ‘LOOP’ – a research project to develop technologies to mitigate 3D geological risk in both exploration and resources management through the innovative application of mathematical methods, structural geology concepts and cutting-edge probabilistic programming.


Sara Rouhi joined AIP publishing in the new role of Director of Open Science and Publishing Innovation in April 2024. Rouhi is charged with developing new publishing models and sustainable business strategies to accelerate AIPP’s mission to advance open, equitable research communication and empower researchers to accelerate global progress.

Rouhi was previously at Public Library of Science (PLOS) where she was Regional Director, Publishing Development, The Americas. In this role she focused on engaging with high-level stakeholders, including funders, policymakers, and institutional leaders in local scholarly communication ecosystems. Before this role she built up PLOS’ institutional business models and partnership base as Director of Strategic Partnerships. During that time, she launched three new, non-APC business models (including the 2021 ALPSP Innovation in Publishing award winner, Community Action Publishing) and implemented over 200+ partnerships globally.

Rouhi is active in the scholarly communications community as a volunteer and thought leader, speaking frequently on open access, equity in publishing, and diversity in scholarly communications. She is currently Board Member for the Society of Scholarly Publishing (SSP) and was the recipient of SSP’s Emerging Leader award in 2015.
